It is possible to improve the communication service continuity while preventing unnecessary power consumption in a mobile station. Provided is a mobile communication method including: step A in which a mobile station UE communicating with a macro cell measures a reception quality in a peripheral cell of the macro cell reported from a network device and reports the reception quality and the network device detects a home cell which is not allowed to be accessed by the mobile station UE; and step B in which the network device excludes the detected home cell not allowed to be accessed by the mobile station UE from the peripheral cell of the macro cell and reports it to the mobile station UE.
