PURPOSE: A resin composition and film is provided to conveniently and freely control the value of Re and Rth of a norbornene-based polymer. CONSTITUTION: A resin composition includes a norbornane-based polymer and a vinyl polymer. The norbornane-based polymer has a repeating unit represented by chemical formula 1. The vinyl polymer has a hydroxyl radical. In chemical formula 1, R1, R2, R3, and R4 are a functional substitution radical selected from hydrogen atom or -(CH2)m-OC(O)-R'', -(CH2)m-OH, -(CH2)m-C(O)-OH, -(CH2)m-C(O)OR'', -(CH2)m-OR'', -(CH2)m-OC(O)OR'', -(CH2)m-C(O)R'', -(CH2)m-O-(CH2)m-OH; m is independently 0 ~ 10; R'' is linear or branched C1-10 alkyl group.
