PROBLEM TO BE SOLVED: To provide a plasma display panel having high-definition and high-luminance display performance, and low in power consumption. SOLUTION: This plasma display panel includes: a front plate 2 having a dielectric layer 8 formed to cover display electrodes 6 formed on a front glass substrate 3 and having a protective layer 9 formed on the dielectric layer 8; a back plate arranged oppositely to the front plate 2 to form a discharge space, having address electrodes formed in a direction intersecting the display electrodes and provided with barrier ribs partitioning the discharge space; and is characterized in that the protective layer 9 of the front plate is formed by depositing a base film 91 on the dielectric layer 8, thereafter applying, to the base film 91, a volatile solvent prepared by dispersing aggregated grains 92 each with a plurality crystal particles formed of a metal oxide, thereafter decompression-drying it, and thereby adhering the aggregated grains 92 to the base film 91.
