<P>PROBLEM TO BE SOLVED: To provide a sensor device capable of measuring a change in the state of a measurement target during a period until corrosion starts after reinforcing bars are constructed, and utilizing the obtained information for a scheduled maintenance of a concrete structure. <P>SOLUTION: A sensor device 1 of the present invention includes: a first electrode 3; a second electrode 4 provided apart from the first electrode 3; an insulating film 8 provided so as to cover the first electrode 3 and the second electrode 4 and having through-holes which penetrate in a thickness direction; and a function element 51 having a function to measure an electric potential difference between the first electrode 3 and the second electrode 4.
