A discovery and selection method for network, and corresponding network system and device. The method includes following steps: after an user terminal is accessed to a network, the first Access Network Discovery and Selection Function entity (ANDSF) obtains a network state information by interacting with the second ANDSF; the obtained network state information is sent to the user terminal by the first ANDSF in order that a target network is selected by the user terminal, or a target network is selected for the user terminal according to the obtained network state information. The solution proposed by this invention can realize the discovery and selection processing for network more simply.
