PROBLEM TO BE SOLVED: To mechanically lock a rotor 22 in the most retarded position and the most advanced position with a simple structure. SOLUTION: A hydraulic variable valve timing device comprises a housing 21 and the rotor 22 which relatively rotate by fixed angle, and are rotated by hydraulic pressure supply to an advanced angle side hydraulic pressure chamber 37 and a retarded angle side hydraulic pressure chamber 38 on both sides of a vane 34. In a second lock mechanism 42 locking in the most retarded position during start, a lock key 43 is always energized in an engagement direction by a second coil spring 46, and is separated off of an engagement groove 44 by hydraulic pressure to the advanced angle side. In a first lock mechanism 41 locking the rotor 22 in the most advanced angle position, a lock pin 52 is energized to an outer circumference side by centrifugal force during operation and engages with an engagement hole 53.
