PROBLEM TO BE SOLVED: To provide a vehicular drinking state decision device or the like making detection of index component concentration sufficiently meaningful. SOLUTION: The drinking state decision device 11 includes: an index component concentration detection means 20 detecting the concentration of an index component indicating a drinking state of a driver, which is included in exhalation of the driver; and an opening and closing mechanism control means (30, 60) controlling an opening and closing mechanism of a vehicle. The opening and closing mechanism control means forbids operation of the opening and closing mechanism 40 of the vehicle checking drinking state decision until the drinking state decision using the index component concentration detected by the index component concentration detection means ends.
