A pseudo-spatial-average-covariance-matrix Hermitian-conjugate product generating unit 104c-1 generates a target-count-estimation matrix RR<SP>H</SP>. A target-count-estimation-matrix decomposing unit 104c-2 performs LU decomposition on RR<SP>H</SP>into a lower triangular matrix L and an upper triangular matrix U. An index generating unit 104d-1 generates an index using elements of the upper triangular matrix U.
