PROBLEM TO BE SOLVED: To provide an organic EL element suppressed in increase of a non-luminescent region, and outputting generated light by preventing luminance dispersion on an output surface. SOLUTION: This organic EL element is provided with: a luminescent part 20 with a first electrode layer 21, an organic layer 22 and a second electrode layer 23 sequentially stacked therein; and an output part 10 arranged in contact with the first electrode layer 21, and having the output surface 100 outputting, to the outside, the generated light L generated in the organic layer 22, and transmitted through the first electrode layer 21. Either of a transmission surface through which the generated light L is transmitted until reaching the output surface 100, and the output surface 100 is a roughened surface, and unevenness of the roughened surface is distributed corresponding to the distribution of the intensity of an electric field generated in the organic layer 22 by applying a voltage between the first electrode layer 21 and the second electrode layer 23.
