PROBLEM TO BE SOLVED: To more easily and surely eliminate noise by using a plurality of filters.

SOLUTION: A variance value calculating unit 21 calculates a small region variance value showing a variance of pixel values for a region around a pixel of interest by using a predetermined pixel of a supplied input image as a pixel of interest. A filter processing unit 31 applies a filtering process to a pixel value of the pixel of interest using the held filters. A gain curve holding unit 32 determines a reflection amount showing the degree of contribution of the filters to the generation of a pixel value of a pixel of an output image on the basis of the small region variance value and a gain curve. A filters combining unit 24 calculates a pixel value of a pixel of the output image on the basis of the pixel value of the pixel of interest, a pixel value of a filtered pixel of interest and the reflection amount. The invention is applicable to a signal processor.
