PROBLEM TO BE SOLVED: To provide a traffic data calculation device for precisely estimating the arrival time to a link, an area, or a destination, and a traffic data calculation method, and a computer program. SOLUTION: As for each area constituting map information, the number of traffic signals as the factors in causing deceleration of a vehicle is obtained (S3). The signal density that is the number of traffic signals per unit area is calculated from the obtained number of traffic signals (S4). An average vehicle speed of the vehicle is calculated on the basis of an average vehicle speed calculation graph 32 showing relative relation between the signal density and the average vehicle speed of the vehicle and the calculated signal intensity (S5).
