PROBLEM TO BE SOLVED: To provide a grooved rotating grinding wheel and a grinder wherein a coolant can efficiently be guided into a grinding point without interruption, thereby reducing a scattering amount of the coolant. SOLUTION: The grinding wheel comprises: a disc-shaped grinding-head metal part D rotating around the grinding-wheel rotating axis TZ; and an abrasive grain layer C fixed to the periphery of the grinding-head metal part D wherein abrasive grain layer grooves Cm are formed on the surface of the abrasive grain layer C, and the grooves Cm are formed on a surface orthogonal to the grinding-wheel rotating axis TZ, and the grinding-head metal part D has an approximate circular-shaped coolant reservoir B opened toward the grinding-wheel rotating axis TZ on the side of the face on which the abrasive grain layer grooves Cm are formed, and has a plurality of grooves Dm formed in the diametrical direction of the grinding-head metal part D to guide the coolant reserved in the coolant reservoir B toward a plurality of the abrasive grain layer grooves Cm.
