PROBLEM TO BE SOLVED: To provide a simulator for simulating hardware equipment and a simulation device for easily changing an interface with the simulator which simulates execution of a control software for controlling hardware equipment. SOLUTION: The simulation device for simulating a controller which executes control software for controlling equipment includes a hardware simulating means 1220 for simulating hardware included in the controller and an execution simulating means 1210 for simulating execution of operation processing represented by the control software. The execution simulating means executes a description signal representing operation processing which performs either input or output to the hardware in the control software with other operation processing and executes an interface program for performing operation processing to the hardware simulating means in the other operation processing.
