PROBLEM TO BE SOLVED: To provide a powder and granular material discharging device capable of easily and rapidly connecting and detaching a bag thereto/therefrom when discharging a powder and granular material stored in the bag, and preventing the powder and granular material from being scattered or dropped therefrom. SOLUTION: The powder and granular material discharging device is equipped with a device body 10 for suspending a bag 3 which stores the powder and granular material and has a discharging port 3a of the powder and granular material, a cylindrical discharging unit 61 with the discharging part of the powder and granular material covered thereon so as to discharge the powder and granular material, and a clamp 63 for detachably attaching the discharging port of the powder and granular material to the cylindrical discharging unit. The clamp has a tube 66 and an annular holding part 67. When the clamp is lowered, an inner peripheral part 67a of the annular holding part folds the discharging port of the powder and granular material to the center side from an inner peripheral surface of the cylindrical discharging unit and presses it against an upper surface of the cylindrical discharging unit, and the swollen tube 66 presses the discharging port of the powder and granular material housed to the cylindrical discharging unit against an outer peripheral surface of the cylindrical discharging unit.
