A method for manufacturing a ground-bait for fishing is provided to slowly sink to river or sea, at the same time luring fish effectively. A method for manufacturing a ground-bait for fishing comprises the following steps of: mixing 5 parts of sparkling powder, 3-5 parts of earthworm powder and 10 parts of starch powder on a basis of 100 parts of all ingredients(S10); steaming the mixture and extruding it into a long bar shape(S20); slicing the extruded bar-shaped mixture(S30); and drying the sliced mixture(S40). The mixture includes one or more kinds of powder selected from the group consisting of rice bran powder, barley bran powder and flour.
