An apparatus of encoding an image and an apparatus of decoding an image are provided to guarantee a desired compression rate through entropy encoding. A prediction encoder(410) produces residual data about an input image by performing time-space prediction encoding. A converter(430) produces a conversion coefficient value by conversion of the residue data. An entropy encoder(470) encodes pattern information of each group generated according to a quantized conversion coefficient value. The entropy encoder encodes a level of the quantized conversion coefficient value corresponding to pattern information of each layer group.
