A mobile communication system is configured so that a home cell regulates access to a first mobile station and is configured so that when the first mobile station during communication via a macro cell using the same frequency as that of the home cell proceeds into a predetermined area around the home cell, the first mobile station is made to conduct handover to a different-frequency macro cell selected from macro cells which cover the predetermined area and use frequencies different from that of the home cell.
