<P>PROBLEM TO BE SOLVED: To provide security measures for a portable storage medium that can fully deal with even third parties with expertise and that can be easily implemented. <P>SOLUTION: A reading unit 11 reads first identification information 72 for identifying a USB memory 7 from a portable storage unit 71 of the USB memory 7 installed. A generating unit 13 generates second identification information that has a different content from the first identification information 72.
