PROBLEM TO BE SOLVED: To provide an engine starting device and a method for smoothly increasing rotation without causing an engine stall, when starting, particularly, when stating in a clod state, in a driving engine for a generator in the so-called cogeneration device for supplying hot water by heating water by the exhaust heat of the engine while generating electric power by the generator directly coupled with the engine. SOLUTION: This starting device includes a cold state detecting means 100 for detecting the cold state of the engine 9 and a starting inverter 37 for motoring the engine by the generator 7 when starting the engine 9 when determining the cold state by the cold state detecting means 100, and is constituted so as to continue motoring by the generator 7 without cutting off the starting inverter 37 until an electric current value of generating electric power by the generator 7 exceeds a power generation current threshold after starting the engine.
