<p><P>PROBLEM TO BE SOLVED: To solve the problem of inefficiency caused by adding extra bits at an arithmetic encoder or reading-ahead of a bit group at an arithmetic decoder. <P>SOLUTION: An arithmetic decoder 1000 includes a sequencer 1005 to generate a context identifier for an event of an event sequence, a probability estimator 1010 to determine a value for a LPS and a probability estimate for the LPS, and a decoding engine 1015 that includes a range register 1065 to assign a value to a range for the LPS. The value is based on the probability estimate, a value stored in the range register 1065 and the context identifier to a range for the LPS when the context identifier is not equal to an index, and the value is not based on the value stored in the range register 1065 when the context identifier is equal to the index.
