PROBLEM TO BE SOLVED: To provide a reading light for a railway vehicle capable of changing an optical axis of the reading light by simple operation when a direction of a transverse seat is changed, and a railway vehicle provided with it. SOLUTION: A lighting unit body 65 constituting the reading light 32, 34 is installed substantially coincident with a line in a vehicle body width direction passing through a rotation shaft 17 for changing the direction of the seat of the transverse seat 10. The lighting unit body 65 includes a light source and a light-collection means, and can collect the light radiated from the light source along the optical axes 32a, 34a in a beam-like form. The reading lights 32, 34 are provided with an optical axis 32a, 34a switching means for inclining/switching an angleθin a vehicle body longitudinal direction relative to a vertical axis, when the direction of the transverse seat 10 is changed, thereby the optical axes 32a, 34a of the lighting unit body 65 are changed and the hand of an passenger can be illuminated.
