<p><P>PROBLEM TO BE SOLVED: To provide a developing device achieving good balance in an amount of liquid developer in a developer container in a shaft direction, and good image quality and reduction of cost without requiring addition of a new member or drastic constitution change, and to provide an image forming apparatus using the same. <P>SOLUTION: The developer container 31Y has: a supply part 31aY reservoiring liquid developer to be supplied to a developer carrier 20Y by a developer supply member 32Y; a collection part 31bY collecting the liquid developer collected by a developer carrier cleaning member 21Y; and a partition part 37Y provided between the supply part 31aY and the collection part 31bY and constituted so that the liquid developer can move therein.
