PROBLEM TO BE SOLVED: To provide a coating material for a fluorescent lamp capable of stabilizing electron emission by an electron emissive material and shortening time required for lighting-up of the fluorescent lamp by improving darkness starting characteristic and obtaining the fluorescent lamp with small variations in the lighting-up time, to provide a coating film using the same, to provide a manufacturing method for a coating film, and to provide the fluorescent lamp. SOLUTION: The coating material for a fluorescent lamp includes noble metal ultra-fine particles with particle diameters of 1-500 nm, and a protection film formation material. The noble metal ultra-fine particles includes one or a plurality of elements selected from a group of silver, gold, palladium, ruthenium, and platinum. The protection film formation material is an inorganic compound including one or a plurality of elements selected from a group of yttrium, aluminum, zirconium, hafnium, niobium, silicon and vanadium.
