PROBLEM TO BE SOLVED: To provide a rubber bearing device capable of being compact in size for improving the performance of a damping horizontal force and performance for absorbing the rotation of an upper structure when rotated and vertically displaced. SOLUTION: In the rubber bearing device 1, a rubber laminate 2 and an upper rubber bearing body 4 are integrated with each other via an intermediate plate 3, a shearing key 8 is arranged in a through-hole 7 vertically passing through the upper rubber bearing body 4 by making the shearing key 8 engaged with an upper shoe 7 fixed to the upper face of the upper rubber bearing body 4 and engaged with the intermediate plate 3. For a rubber layer 2a of the rubber laminate 2, rubber is used which has a shearing elastic modulus of 1.0 N/mm<SP>2</SP>or greater at a shearing distortion of 175% and an equivalent damping constant of 0.13 or greater. For the upper rubber bearing body 4, rubber is used which has a smaller shearing elastic modulus than that of the rubber for the rubber layer 2a at the shearing distortion of 175%.
