PROBLEM TO BE SOLVED: To provide a technique for minimizing the number of times of unnecessary handover, and for maintaining a load balance at an access point in a wireless network environment. SOLUTION: In an AP selection device 100, an available RAN/AP information generation section 101 generates RAN/AP information which is available information of RAN/AP by a wireless terminal based on acquired information of RAN or AP. A terminal information acquiring section 103 acquires terminal information, e.g. the positional information, direction of movement information, moving speed information, or the like, of a wireless terminal. A prediction dwell time calculation section 104 calculates the prediction dwell time of a wireless terminal corresponding to each available AP based on the available RAN/AP information and terminal information.
