PROBLEM TO BE SOLVED: To provide a valve timing controller providing stable phase angle holding performance and quick phase converting performance in any engine operating state. SOLUTION: An electromagnetic brake force is applied to a vortical disc 13 by energization to a first electromagnetic coil 20, and a relative rotation phase of a timing sprocket 1 and a camshaft 1 is changed. The vortical disc is pressed against an engagement pin 11 side by a spring force of a belleville spring 29 according to the engine operating state to hold a predetermined relative rotation position, and by moving the vortical disc forward against the spring force of the belleville spring using energization to a second electromagnetic coil 33 and an electromagnetic attraction force generated by the control of an energization amount, the holding force is released, the quick conversion of a relative rotation phase is carried out, and internal friction is controlled to secure the optimum operability of a VTC.
