PROBLEM TO BE SOLVED: To detect a packet loss of a multicast packet due to a network failure or the like.

SOLUTION: An IP telephone 2 which receives a multicast packet for confirming communication from an IP telephone exchange 1 returns a unicast packet for response to the multicast packet for confirming communication to the IP telephone exchange 1 when the IP telephone 2 is set to be monitored. In addition, the IP telephone exchange 1 records information indicating whether or not the unicast packet for response is received within a predetermined time after transmitting the multicast packet for confirming communication for each logged-in IP telephone 2 to be monitored.
