PROBLEM TO BE SOLVED: To provide a method for controlling an intake valve of an internal combustion engine capable of surely avoiding occurrence of abnormal combustion. SOLUTION: This system is provided with a cam phase variable mechanism 32 changing rotation phase of a camshaft 31 to a crankshaft 14 and changing valve close timing of the intake valve 21 by supplying power. The cam phase variable mechanism 32 is set to keep rotation phase of the camshaft 31 to the crankshaft 14 in a phase in which valve close timing of the intake valve 21 correspond to timing at which quantity of air introduced into a cylinder 11 during start of the internal combustion engine 1 becomes the maximum under a condition where power to the cam phase variable mechanism 32 is shut off.
