PROBLEM TO BE SOLVED: To provide a vibration control panel which can achieve vibration control by using diagonal members (braces) with a large slenderness ratio imposing a small load on a main frame and generating a damping force using buckling due to a compressive force of the braces, and a framed structure using the vibration control panel. SOLUTION: The braces 3 (braces 3a, 3b) with a large slenderness ratio are disposed in a plane of structure surrounded by columns 1 and beams 2. A primary buckling mode range of the braces 3 at generation of the assumed maximum story deformation angle is covered with a viscous fluid 5 over at least half or more of the length of the brace 3.
