PROBLEM TO BE SOLVED: To provide a radio communication network system having a concrete operation form, which maintains end-to-end quality of service, enables a user to select a suitable radio condition in accordance with taste, situations, etc., and enables the user to utilize information services of respective companies crosswise while securing dependencies of respective companies providing the information services; and to provide a cognitive communication method.

SOLUTION: A cognitive communication terminal 5 includes: a cognitive terminal manager 11 which informs a cognitive network manager 9 of information on the communication state of the cognitive communication terminal 5 and information on user's taste and context, and which can acquire information on the communication state that the cognitive network manager 9 has; and at least two cognitive network managers 9.
