PROBLEM TO BE SOLVED: To provide an internal short circuit detecting device provided with a detecting means of the micro short circuit of a secondary battery. SOLUTION: The internal short circuit detecting means detecting the internal short circuit of a secondary battery comprises: a charge/discharge capacity accumulating means acquiring the battery capacity C<SB>n</SB>at the time of T<SB>n</SB>; an internal short circuit detecting means comparing the battery capacity C<SB>n</SB>with the previously stored battery reference capacity and determining to be internal short circuit when the battery capacity C<SB>n</SB>is larger than the battery reference capacity.
