PROBLEM TO BE SOLVED: To provide a valve timing control system securing startability of an internal combustion engine and controllability of valve timing. SOLUTION: The valve timing control system 10 controls valve timing of intake valves opened and closed by camshafts 4 in the internal combustion engine 1 wherein fluctuating torque of mutually shifted alternating phases act on a pair of the camshafts 4. It is equipped with an electromagnetic actuator 60 having an output rotary shaft 62 under the action of magnetism retention torque and generating output torque to the output rotary shaft 62 by energization, an energization control circuit part 80 controlling rotation of the output rotary shaft 62 by the energization to the electromagnetic actuator 60 and cutting of the energization to the electromagnetic actuator 60 following stopping of the internal combustion engine 1, and a pair of phase adjusting mechanisms 12 adjusting rotation phases of the connected camshafts 4 with respect to a crankshaft 3 in response to a rotating state of the output rotary shaft 62 while transmitting the fluctuating torque to the connected output rotary shaft 62 in common from the individually connected camshafts 4.
