PROBLEM TO BE SOLVED: To considerably reduce cost of a heat insulating plate while maintaining its heat insulating effect of preventing temperature of a wall surface adjacent to a stove burner, etc., from exceeding 100°C, and its thinness. SOLUTION: The heat insulating plate 1 is composed by accumulating a stainless plate 2 of 0.5 mm in thickness and a magnesium silicate plate 3 of 1 mm or 2.5 mm in thickness. A distance t between an upper plate 13 of the stove burner 12 for home use and the stainless plate 2 as a surface plate is set to 80 mm. When thermocouples 9A, 9B, 9C as heat measuring sensors are respectively attached to three places different in height on a rear side of the magnesium silicate plate 3 with heat-resistant tapes 10, a pan 14 filled with water is put on the upper plate 13 of the stove burner 12 for home use and the stove burner is lighted off to heat the pan 14 filled with the water, and then, change of temperatures of the thermocouples 9A, 9B, 9C is measured, the temperatures are kept to be at 80°C or lower.
