PROBLEM TO BE SOLVED: To improve determination accuracy of alcohol drinking of an occupant in a vehicle. SOLUTION: When doors 10 to 13 are opened and closed, the presence of alcohol drinking of an occupant is determined by comparing alcohol values detected around the driver's seat 3 and positions other than the driver's seat 3 inside a cabin 2. At this time, the presence of the alcohol drinking of a driver is determined considering the change of air atmosphere inside the cabin 2 caused by the ventilation inside the cabin 2 due to the opening and closing of the doors 10 to 13.
