A request reordering apparatus including multiple queue and a method for reordering access request to memory are provided to improve DRAM data process amount and to remove a starvation phenomenon due to promotion in a standby queue. A request reordering system senses a request generation(500). The request reordering system confirms the user priority of request(502). The request reordering system pushes request to the delay queue corresponding to the user priority(504). The request reordering system selects the delay queue in which the user priority is the highest between the delay queue having request and the delay queue in which the user priority is the highest(514). The request reordering system pops up the request with highest order and provides to the DRAM controller(516).
