The device has a ceramic coating layer, and a hemispherical microreservoir (30) e.g. microcavity, for supporting or receiving a water-soluble active agent/medicine (36) that is in the form of solid state, where the agent comprises insulin growth factor inhibitor agent i.e. Sandostatine(RTM: octreotide). A solid external biodegradable and biocompatible retention/protection layer (38) comprises a biodegradable and biocompatible film forming agent and a biocompatible hydrophobic agent for ensuring protection of the agent/medicine till an implantation site of a subject e.g. human. The biodegradable and biocompatible film forming agent comprises polyalkyleneglycol constituted of polyethyleneglycol, polyvinylpyrrolidone and mixtures of polyalkyleneglycol and polyvinylpyrrolidone. The hydrophobic agent comprises dexamethasone or its derivatives such as dexamethasone acetate or phosphate.
