PROBLEM TO BE SOLVED: To provide a display device in which a short part between lead-out wiring and an annular wiring provided thereabove can be easily repaired and which has a high margin for manufacturing processes, and to provide a method of manufacturing the display device. SOLUTION: The display device 1 includes the lead-out wiring 5 which is led out of a display area 3a to a peripheral area 3b of the display area 3a, a first insulating film which covers a substrate 5 provided with the lead-out wiring 5, a plurality of annular auxiliary wirings (annular wiring) 11 disposed between the display area 3a and peripheral area 3b on the first insulating film to repeatedly enclose the display area 3a, a second insulating film 13 which covers the substrate 3 provided with the annular auxiliary wirings 11 and has a groove pattern 13a including the respective annular auxiliary wirings 11 as bottom surfaces, and an organic electroluminescent element (light emitting element) EL provided on the second insulating film 13 in the display area 3a.
