PROBLEM TO BE SOLVED: To easily perform the editing processing of a scalably-encoded code stream.

SOLUTION: A 2K scalable decode part 101 extracts the code stream of a 2K resolution from an input code stream and decodes it. A noise removal part 102 carries out editing processing for removing a noise component by base band data of the 2K resolution. A 2K re-encode part 103 scalably re-encodes the base band data of the 2K resolution wherefrom the noise component is removed and generates 2KS151D which is encoded similar to 2KS151A. A 2K code stream replacing part 104 replaces the code stream of the 2K resolution of the code stream inputted to an image processing device 100 to a code stream whose noise component is removed. This information processor can be applied to an image processing device, for example.
