PROBLEM TO BE SOLVED: To provide a lower insulator of a new structure capable of allowing the rapid water discharge of rain water or the like falling on a lower side spring receiving member, and preventing the blowout of mud water or the like splashed from a wheel on the lower side spring receiving member in travelling on a flooded road or the like. SOLUTION: A mounting hole 20 formed in a center and externally inserted in a cylinder 38 of a shock absorber 36 has a larger diameter than an outer diameter of a mounting part on the cylinder 38. An elastic cover piece 28 projecting in the mounting hole 20 at an inner circumferential edge of the mounting hole 20 is formed to have a circumferential length longer than a half of an entire circumference of the mounting hole 20 in its circumferential direction and shorter than the entire circumference. A projecting tip end of the elastic cover piece 28 is abutted on an outer circumferential surface of the cylinder 38, and both ends in a circumferential direction of the elastic cover piece are formed in independent pieces 32 which are separated and independent from the elastic cover piece 28.
