A wireless base station and a wireless channel are searched for to efficiently select a wireless base station and a wireless channel bringing about excellent communication quality by using active scanning. The scanning order of the wireless channels is determined. A probe request for wireless base station search is transmitted over a wireless channel specified in accordance with the scanning order. After probe responses are received, a connection candidate AP list containing information which represents the wireless base stations having transmitted the probe responses and the reception levels are created. One wireless base station is selected from among those the received levels of which exceed a predetermined threshold while looking up the connection candidate AP list. Connection over the specified wireless channel to the one selected wireless base station is set up. When no probe response is received or when there is no wireless base station having a reception level exceeding the threshold in the connection candidate AP list, the wireless channel of the next order is specified to repeat the scanning till the scanning over all the wireless channels whose the scanning order has been determined is completed.
