PROBLEM TO BE SOLVED: To provide a material activating device which can be constructed into various forms to further improve material activating effects. SOLUTION: The material activating device comprises a plurality of high polymer material films 31 each having a metal coat 32 formed on one face, and a layer 33 of a radiation generating means laminated thereon. Thus, its thickness is greatly reduced and its flexibility is greatly improved. The layers of the metal coats 32 are electrically insulated from each other by the electrically insulating films 31 and isolated from each other at spaces equal to the thicknesses of the films 31, thus further improving the material activating effects of radiation from the layer 33 of the radiation generating means.
