PROBLEM TO BE SOLVED: To provide a plastic film that is made porous while securing strength, a sheet member, and its manufacturing method. SOLUTION: The sheet member comprises: a surface layer 103 which is a porous plastic film formed with a plurality of holes and in which connected holes comprising some of the holes connected together at depths of at least 10 nanometers or more from the surface of both or single side of the plastic film are formed in such a manner as to be exposed to the surface; an inner layer 102 where independent holes comprising the holes held independent are formed inside or underneath the surface layer 103; and a base layer 101 where no holes are formed inside or underneath the inner layer 102.
