PROBLEM TO BE SOLVED: To provide a fixing device that prevents a recording sheet from staying when driving load to a fixing roller fluctuates, and to provide an image forming apparatus including the device. SOLUTION: A heat roller 71 and a fixing gear 220 for driving the heat roller 71 in rotation are disposed concentrically, and a key 222 formed in the fixing gear 220 is inserted in a key groove 221 formed in the heat roller 71 to connect them. The key groove 221 is formed to allow the key 222 to move in the rotating direction of the heat roller 71. For example, a cutout is formed extending along the rotating direction of the heat roller 71 at the free end of one side rotating shaft 200 of the heat roller 71, thereby forming the key groove 221.
