PROBLEM TO BE SOLVED: To provide a water-retaining amount control device capable of performing a proper control for preventing a defogging glass from fogging up, provide an air conditioner for a vehicle, and also a program for controlling the water-retaining amount. SOLUTION: Controlling the water-retaining amount takes place through such procedures as (S201) glass temperature or the temperature of the glass having a water-retaining film installed in a vehicle is presumed on the basis of the detected intra-vehicle air temperature, extra-vehicle air temperature, and the vehicle speed, followed by deriving the reference water holding amount of the glass, (S202) the water-retaining amount of the glass per predetermined unit time is derived at prescribed time intervals on the basis of the detected intra-vehicle air temperature, intra-vehicle humidity, the vehicle speed, and the amount of solar irradiation, (S203) the accumulated water-retaining amount obtained from adding together the water-retaining amounts is derived, and (S206) the water content contained in the water-retaining film is evaporated in case the accumulated water-retaining amount derived exceeds the reference value (Y at S204).
