<p><P>PROBLEM TO BE SOLVED: To provide a webbing winding device making an angle from a position corresponding to a rotation permitting state permitting rotations of spool in a pulling-out direction to a position corresponding to a rotation regulating state regulating rotations of the spool in the pulling-out direction, less than 360 by a simple structure. <P>SOLUTION: The number of outer teeth 216 of an intermittent gear 214 rotating with the spool is smaller than that of teeth when the outer teeth are formed on an outer peripheral portion of the outer teeth 216 at predetermined intervals. Hence, the rotations of the spool 20 from a full retracting state to a full pulling-out state is effectively decelerated to the rotations less than 360 degrees of a guide gear 142 with an extremely simple structure. When either one of an ALR/ON state or an ALR/OFF state is switched to the other, a first engaging portion 162 contacting/separating to/from the outer peripheral portion of a peripheral wall 90 and a second engaging portion 166 making the engaging portion 162 contact/separate to/from the outer peripheral portion of the peripheral wall 90 are constituted as one twisting coil spring 156.
