PROBLEM TO BE SOLVED: To provide a highly reliable pipe sealing device without being torn off even if an insertion part is extended up to exceeding an elasticity limit of rubber. SOLUTION: This highly reliable pipe sealing device includes a pipe 128 fixed to a sealed vessel and a sealing cap 130 being a rubber sealing member for sealing the opening end of the pipe 128, and can be provided such that the sealing cap 130 being the sealing member includes a head part 150 having an outer diameter larger than an inner diameter of the pipe 128 and the insertion part 140 inserted inside the pipe 128, and the rubber is not extended to the elasticity limit or more by forming a blind hole 145 as a stepped hole 136, and forming an insertion tool in a stepped shape, by arranging the blind hole 145 opening on an end surface of the head part 150 and extending up to the insertion part 140.
