The coupler (1) has a stator (4) driven by a rotor (2) by friction shoes (5) carried by the stator. Each friction shoe is subjected to an action of a compression spring in a permanent manner with a radial effort so as to be applied on a friction track (3) of the rotor and to rotate the stator. The track comprises two axial stops (6, 7) for maintaining or limiting displacement of the stator inside the rotor along a direction parallel to a rotation axis of the rotor, where the stops are placed on both sides of the shoes. An independent claim is also included for a portable rotary cutting device i.e. scrub cutter, comprising an engine block.
