PROBLEM TO BE SOLVED: To provide a radio scheduling technology with which system throughput can be further improved. SOLUTION: A radio scheduling apparatus in a radio communication system, where a modulation system is selected in accordance with radio quality, includes a radio quality acquiring means and a scheduling means. The radio quality acquiring means acquires radio quality information indicative of the radio quality for each mobile station. The scheduling means decides, from the radio quality information acquired by the radio quality acquiring means, a degree of emergency in allocation of radio channels corresponding to the radio quality and allocates a radio channel preferentially to a mobile station with the higher degree of emergency.
