PROBLEM TO BE SOLVED: To simplify a system mounted on a vehicle, and to provide a drunken driving preventing system having excellent convenience. SOLUTION: This system controls the vehicle according to a drunken state of a vehicle driver. The system is provided with a portable terminal 2 for storing drunken information on the drunken state of the vehicle driver and a control means 3 receiving the drunken information stored in the portable terminal 2 and controlling traveling propriety of the vehicle based on the drunken information. The portable terminal 2 comprises an input means for inputting the drunken information, a storage means for storing the drunken information and an output means for outputting the drunken information to the control means 3 provided in the vehicle.
