PROBLEM TO BE SOLVED: To provide a secondary transfer device, always securing stable secondary transferability and obtaining an excellent image regardless of a humidity condition such as under high humidity and operating environment, and to provide an image forming apparatus including the secondary transfer device. SOLUTION: This secondary transfer device includes: a secondary transfer roller 11e opposite to a driving roller 8-1; a secondary transfer voltage power supply 82 for applying secondary transfer voltage between the driving roller 8-1 and the secondary transfer roller 11e; and a control means 81 for controlling a flowing secondary transfer current Ir to be constant by the secondary transfer voltage. The secondary transfer current Ir can be controlled constant, so that always stable secondary transferability can be secured regardless of the humidity condition and operating environment of a recording medium to obtain excellent print image quality.
